Notably, the Greenfield sites were located in the Whitsunday and the Great Barrier Reef Marine Park region of Australia. These areas are extremely ecologically and environmentally sensitive and are of national importance. They are under the protection of the Environmental Protection Agency Queensland and adjacent to The Great Barrier Reef Marine Park which protects the Great Barrier Reef and at-risk marine and animal species that are threatened and iconic.

Greenfield developments in Australia must have an Environmental Impact Assessment (EIS) as a part of the re-zoning process to address and identify the environmental impacts of a proposed development and the ways of dealing with those impacts. This includes social and cultural impacts as well as physical environmental impacts to animals, plants, water, soil and air. The process includes local community consultation and dealing with the rights of the indigenous Aboriginal communities and their culture.

Studies of Indigenous culture and heritage were done as part of the Environmental Impact Assessment. The Australian Aboriginal and Torres Strait Islander cultures are complex and diverse. The Indigenous cultures of Australia are the oldest living cultural history in the world and go back at least 50,000 years and some argue closer to 60,000 years.

David has also undertaken the Projects bankable feasibility studies, which included conducting an Environmental Economic Evaluation, the purpose of which is to strengthen the links between the environment and the economy. While traditionally the environment and the economy have been regarded as separate and distinct, they are now seen as closely interrelated. Ecologically sustainable development requires the integration of the environment with economic and social issues (the triple bottom line).

Laguna Quay’s Development

These are the issues that were addressed when planning the Laguna Quay’s holiday golf conferencing marina, hotel, villas, resort and airstrip with the late David Roach. The resort is now known as Laguna Whitsunday’s and unquestionably possesses one of Australia’s greatest golfing treasures, the Turtle Point Golf Course.

The Laguna Marina is a deep-water marina and includes 110 floating berths for cruise boats, with refuelling facilities and the major issues was having to deal with the massive tides of 5 to 7 meters during construction.

Whitsunday Park Development

This property was over 8,000 acres and involved the design and building of a private airport for residents wanting to fly into their own property. This Project included building the airstrip, aircraft hangers, dam, roads, houses, and establishing a quarry for road building requirements. It required the consideration of the government’s environmental laws, financing and marketing.
